The jadeleaf cloth is used to empower an otherwise ordinary weapon with Willsteal (fatigue). It will grant 500 charges at the tier 4 level. You can APPLY cloth to (weapon) to use it, but be aware that the jadeleaf cloth will be consumed on use.
